According to the HMDA, Land Pooling involves assembly of land parcels into developable land parcels, appropriate land required for public purposes provide it with required infrastructure in a planned manner and to return the reconstituted land to the owners after deducting the cost of the provision of the infrastructure and public places by the sale of some of the serviced land. The land losers get the reconstituted developed land with access in same proportion and thus become partners in development. The Scheme is broadly self financing and can be implemented with willingness of the majority of land owners as detailed in the guidelines. To promote efficient, sustainable and equitable development in Urban Areas, Land Pooling Scheme is a mechanism to pool the land and to pave way for planned development of the urbanizable areas as per the notified Master Plan.
Land pooling scheme gives an option to the owners to participate and to become partners in development process and they are not deprived of their land and their livelihood is not affected. In the Land Pooling projects, land owners contribute a portion of their land for the benefit of the entire project like for common roads and amenities area and in return get greater utility and value for the remaining portion through better access, improved public facilities and infrastructure.
The HMDA initially intends to take up a Pilot Land Pooling Scheme for an area of 250 – 300 acres preferably in areas near and abutting Outer Ring Road within 1 Km belt on either side of Outer Ring Road Growth Corridor Area. INN
