Hyderabad, Nov 12 : GHMC Commissioner Somesh Kumar said that he was committed for the welfare of the employees and at the same time he would not tolerate any indiscipline while performing their duties.
The GHMC Commissioner held a redressel of employees’ grievances day in South Zone on Tuesday and received 45 grievances from the employees. He assured the employees he would make the officials concerned to create more avenues of promotion as the employees have been requesting for their promotions which are pending since last so many years and further directed the employees to be cautious about the disciplinary actions which can obstruct their chances of getting promotion.
Somesh Kumar stated that lot of complaints pertaining to maintenance of buildings, providing of furniture, proper maintenance of toilets are being receiving during his visit to various zones. He promised that by the end of March 2014 the entire GHMC Zones and Circle Offices would have a pollution free and workable atmosphere with all minimum facilities to employees to perform the duties in a more effective manner. He further stated when GHMC was spending Rs 600 to 800 crores for various developmental activities of GHMC, then why not GHMC could spend Rs 1 crore for the development of the offices with all facilities.
The Commissioner after the redressel programme has visited all the sections of the South Zone floor wise where the employees briefed the Commissioner about their difficulties to perform their duties for which the Commissioner directed the Zonal Commissioner and Deputy Municipal Commissioners, Circles 4 & 5 to take up minimum maintenance works to the building by 15th November, by seeing the Shabby working conditions prevailed in Sardar Mahal.
The Commissioner enquired with the Bill Collectors assembled about their knowledge of announcement of incentives to the Bill Collectors, further informed that he will be holding a special meeting with all the 300 Bill Collectors very soon and will discuss and chalk out a detailed programme for the improvement of property tax to be collected for the year 2013-14 and also to have a uniform dress to the collection staff for identifying themselves as Bill Collectors.
Some of the Valuation Officers and Assistant Municipal Commissioners of South Zone who are in Grade-II Municipal Commissioners Cadre have represented to the Commissioner that though they have been promoted as Valuation Officers and Asst. Municipal Commissioners in the recent past but they are not able to get their next promotion as Grade-1 Commissioners to become the Deputy Municipal Commissioners where as some of the Junior Officers who are from CDMA are becoming Deputy Commissioners and they are made to work under Junior Officers. In this connection the Commissioner directed the Addl. Commissioner (Admn.) and Addl. Commissioner (Estates) being the promotion Committee members to look in to the representation.
GHMEU President U Gopal recalled the directions of the Commissioner to have a separate policy for transfers in spite of the directions some of the Deputy Municipal Commissioners have transferred the employees on Monday without the knowledge of the Commissioner and requested the Commissioner to look in to the matter for which the Commissioner directed the Additional Commissioner (Admn.) to issue a circular to all the Deputy Municipal Commissioners and HODs not to entertain transfers here after from today until a policy decision taken by the committee in the near future. In any emergency cases, the transfer files may be routed through Addl. Commissioner (Admn.) to the Commissioner to take appropriate action keeping in view of the importance of the transfer.
Additional Commissioners P Venkata Rami Reddy, D Ronald Rose, L Vandana Kumar and CN Raghu Prasad, Zonal Commissioner N Ravi Kiran, Deputy Municipal Commissioners S Pankaja and Vijayalaxmi and senior officials from the Town Planning, Health and Engineering wings have participated in the redressel grievances of employees held in South Zone.
