While contractor R Anand has been blacklisted, seven others – Vemula Srinivasulu, Irfan Ahmed, Ms/ Sri Laxmi WLCCS, Vemula Raju, Ch Raju Reddy, Kommula Laxmaiah and K Murali Krishna have been debarred for two years. According to Deputy Commissioner M Venkateswarlu, the contractors, who have been awarded Engineering Works in Malkajgiri Circle after due tender process (e-procurement), have been debarred/Blacklisted, from participating any tender pertaining to the GHMC since they are defaulters and irresponsive to complete the works awarded to them.

Disclosing the details, the Malkajgiri DCP said that a case in Cr.No.485/2011, U/S 120(B), 197,420,468,471,406 & 506 IPC r/w156(3) Cr.P.C was registered on November 09, 2011 in Neredmet PS on the directions of X MM Malkajgiri court.

The facts of the case are that the alleged accused persons (A1) Dr.P.Shankar Rao, (A2) P.Dayanand and three others prepared false documents by producing false certificate of the land in Sy. No.373,375,376,378,379 & 386 of Malkajgiri mandal and produced the same before Tahasildar, Malkajgiri mandal as genuine one for their illegal gain.  When the complainant S Chandrasekhar questioned about their criminal conspiracy, forgery and cheating and criminal breach of trust, the accused threatened the complainant with dire consequences.  He preferred a complaint before the court.  The Magistrate directed the Neredmet Police to register a criminal case, investigate the same and report.

The case is under investigation for more than one year and it is being monitored by court.  In an effort to complete the investigation in the case SHO Neredmet proceeded to the residence of Dr Shankar Rao situated at Musheerabad to serve notice to enable him to produce necessary documents if any in his defence in order to proceed  with the investigation.

The DCP said that the SHO tried to serve the notice, but Dr Shankar Rao refused to take it.  The SHO persuaded and waited for about one hour.  Dr. Shankar Rao shouted at SHO saying that, “I will come to power and see your end”.  On that SHO informed that he may have to accompany him to   Police Station for examination. He was also offered to change his clothes and accompany him upon which ex-minister said that he would come like that only. While getting into the vehicle, Dr Shanker Rao was assisted by police personnel.

After coming to Police Station Dr. Shankar Rao was made to sit comfortably and offered water, tea and biscuits.  He took a glass of water and wanted to call his daughter.  He was allowed to talk to his daughter.

ACP Alwal started to examine Dr Shankar Rao. While the examination was about to commence  Dr. Shankar Rao requested for medical help saying that he underwent heart surgery at Care Hospital recently and was not feeling well.  On that ACP Alwal stopped examining him and sent him to Gandhi Hospital, Secundrabad for investigation and treatment.  The doctors who examined him at Gandhi Hospital advised Dr. Shankar Rao to under go medical investigations.

In this case, arrest of Dr. Shankar Rao  is not effected.  It is proposed to examine Dr. Shankar Rao after his health improves, the DCP said.
