Hyderabad, July 31 (INN): As of June 30, 2014 Telangana state has attracted total live investments worth about Rs 3.3 lakh crore with construction and real estate (28 per cent), services (other than financial – 23 per cent), electricity (19 per cent), irrigation (16.5 per cent) and manufacturing (12 per cent) sectors together accounting for almost 99 per cent of these investments while mining is a minor investment destination accounting for the remaining one per cent share.

Ownership-wise, private sector accounts for almost 59 per cent of the total investments attracted by Telangana state with domestic private sector garnering lion’s share of 56.4 per cent and while private foreign investors account for the remaining share of about 2.4 per cent, noted the strategy paper prepared by The ASSOCHAM Economic Research Bureau.

While the State Government accounts for almost 29 per cent in the total investments attracted by Telangana followed by the share of about 12 per cent acquired by the Central Government and Government Local Bodies account for the remaining share.

“Telangana needs to focus on a strategy of using the public investment exclusively for development of primary sector and private investment for industry and services sectors,” said ASSOCHAM national secretary general DS Rawat “In line with this strategy, the state needs to restrict itself to the role of regulation while the private sector develops and manages the industry and services sectors.”

However, projects with about 30 per cent share in total investments attracted by Telangana are facing delay in implementation owing to a plethora of reasons like land acquisition delays, fund constraints, delay in environmental and other clearances along with law and order problems.

“While projects with about 70 per cent share in investments are being implemented, over 20 per cent investment projects are in announcement stage, while implementation of about seven per cent projects have been stalled and there is no information about projects with about three per cent share in total investments,” highlighted the ASSOCHAM strategy paper.

Hyderabad, July 31 (INN): Apex industry body ASSOCHAM has suggested Government of the newly formed state of Telangana to expedite timely completion of ongoing infrastructure projects and also take up new physical infrastructure projects to bridge the divide between Hyderabad and other parts of the state.

“Developing infrastructure in Telangana is essential for reducing costs of economic activities thereby leveraging public resources to access a large pool of private resources and providing an environment that help benefit from liberalized policies,” noted a strategy paper titled ‘Realizing Growth Potential of Telangana,’ undertaken by The Associated Chambers of Commerce and Industry of India (ASSOCHAM).

“With a view to highlight the commitment of new government, the state needs to roll out a strategy for taking growth to other parts of Telangana as aspirations for generating more jobs and improved standard of living have mainly fuelled the formation of India’s 29th state,” suggested the strategy paper that was jointly released by Mr Ravindra Sannareddy, chairman of Southern Region Development Council of ASSOCHAM along with its national secretary general, D.S. Rawat at a press conference held here in Hyderabad today.

“The paper has already been submitted to the Chief Minister and other concerned authorities and with a view to mobilize investments in the state, ASSOCHAM would be holding ‘Invest Telangana,’ in December this year,” said Rawat.

Telangana has a revenue surplus of Rs 3,555 crore for 2014-15 fiscal, however, the internal debt burden of over Rs 1.45 lakh crore of united Andhra Pradesh (after the Centre waived Rs 18,000 crore debt) to be apportioned between the two states on the basis of population ratio, Telangana would be left with a loan burden of Rs 61,000 crore, noted the ASSOCHAM paper. “As such, mobilizing resources to fulfill promises made in the election manifesto is the single most immediate concern for the State Government.”

“Employment generation is the key to development of Telangana state which has got relatively limited success in leveraging its spatial and human resource advantages for attracting investments in sunrise industries,” noted paper prepared by the ASSOCHAM Economic Research Bureau (AERB).

The available human resources of Telangana are largely considered to be unsuitable to work in a dynamic corporate environment, therefore, it is imperative to establish state of the art training centres through co-operation of the corporate sector across the state, recommended the ASSOCHAM paper. “This would reassure the corporate sector about the quality of state’s human resources and come forward for setting up knowledge based industries.”

The new state needs to pay more focus on improvement of power sector and the state must initiate adequate measures to reduce quantitative and qualitative shortfall of power supply across the state, particularly for industries, the strategy paper added. “The state needs to encourage private sector participation in efforts to enhance the generation capacity.”

The State Government must focus on sanctioning of new solar power projects and monitor their implementation on priority. Besides, vacant government owned lands must be allocated for installing viable concentrated photovoltaic and wind turbine generators.

In its strategy paper, ASSOCHAM has also stressed upon the need for the state to effectively marshal, harness and synergize developments to realize employment and growth opportunities in the biotechnology sector. “Employment generation, intellectual wealth creation, expanding entrepreneurial opportunities and augmenting industrial growth warrant a focused approach for development of biotechnology in Telangana.”

The chamber has also suggested the state to scientifically develop the food processing industry leveraging unexploited natural strengths of Telangana in this regard. Besides, the state has huge potential to promote growth and development of poultry and dairy industries across the state to emerge as an additional source of income for farmer community.

Providing adequate long-term finance to micro, small and medium enterprises (MSMEs), promoting tourism sector through up-gradation of tourist infrastructure are other significant recommendations highlighted in the ASSOCHAM strategy paper.

Inflows inundate Lower Jurala Power House Thu, 31 Jul 2014 09:32:59 +0000

Hyderabad, July 31 (INN): Heavy inflows have inundated the Lower Jurala Hydro Electric Power House at Atmakur of Mahabubnagar district.

According to Telangana GENCO Chairman and Managing Director Prabhakar Rao, the construction works of Lower Jurala Hydro Electric Power House (6×40 MW) were in progress. All the Civil and E&M works in respect of Units 1 & 2 were completed during the last monsoon season and Units 1 to 3 were planned to be synchronized in August 2014. In this process, all the necessary measures were taken to facilitate water filling of upstream intake and downstream TRC and the flood water from PJP dam was let in to the upstream intake and downstream DT areas on Wednesday at around 6 pm.

“After attaining an elevation of 297.00 m on upstream side at about 9.00 pm all the concerned engineers from TSGENCO and the contractor were inspecting from inside of Power House to find any leakages and to take immediate measures. The leakages during the inspection were found to be very negligible up to 10.05 pm. But at about 10.05 pm, a sudden gush of water was observed through the upstream gates of Unit. No.4. Immediately after forecasting the danger of inundation of Power House, all the necessary evacuation measures were taken up on war footing basis and human loss was avoided. The downstream DT gate of Unit No.4 was opened to avoid complete inundation of Power House. Further, the Electrical control panels in the Power House were also kept safe from inundation,” he said.

The officials said that the extent of damage occurred to the Power House would be known after carrying out dewatering of Intake and Power House areas. The formation of earthen bund on upstream side has been taken up immediately and the dewatering will be taken up immediately after completing the earthen bund. The earthen bund and dewatering are expected to be completed in about 5 to 6 days.

The Chairman and Managing Director along with the Adviser and Chief Engineers reached Jurala in the early hours of Thursday and restoration works have been speeded up. “Every effort is being made to bring back the two units in the shortest possible time,” the officials said.

Hyderabad, July 30 (INN): Andhra Pradesh Chief Secretary IYR Krishna Rao conducted the weekly conference of all Secretaries and Heads of Departments at the Secretariat here on Wednesday.

The ceding of Adhaar Numbers with differential programmes of student enrollment, hostel enrollment with Revenue Records was discussed and it was decided to complete the whole ceding within a time frame. A role out map for e-government at different levels was also discussed and time frame for the same. Projects to be posed under the special package programme envisaged under the A.P. State Re-organisation Act and the time frame for completion for posting it to GoI was also discussed.

Keeping a shelf of externally aided projects from each department ready and preparation of detailed project reports and getting necessary sanctions to take maximum advantage of special category status as and when announced was also discussed and time frame indicated. The progress of touring by Heads of Departments in the districts was reviewed and all of them were instructed to be in a field for a minimum period of 10-15 days each month. The progress of bifurcation of Schedule 9 and 10 institutions was also discussed.

Hyderabad, July 30 (INN): Telangana Irrigation Minister T Harish Rao on Wednesday warned the erring officials of Irrigation Department stern action if they fail to perform their duties.

Speaking to media persons after conducting a surprise visit of Engineer-in-Chief’s office at Erra Manzil here, Harish Rao said that all officials should act responsibly in implementing the government schemes. He said that the promises made by the TRS in its election manifesto were not mere political assurances, but agenda endorsed by the people through their votes. Therefore, it is the responsibility of all officials to ensure that TRS Government fulfills all its promises. He said that the government would not tolerate corruption at any levels.

Harish Rao said that the government was planning to conduct a detailed review of all irrigation projects in Telangana State and would take action if any irregularities were found during their construction or maintenance. He said action would be taken against all officials, irrespective of their position, if they are found guilty of irregularities.

The minister directed the officials to take action to harvest rain water. He said every drop of saved water would be beneficial to the farmers of Telangana.

Earlier, during the inspection, Harish Rao rebuked the officials for improper maintenance of important files in the Engineer-in-Chief’s office. He was also angry over absence of staff in some sections.

Speaking to media persons after taking a delegation of Christian priests and other religious leaders to the Chief Minister, TRS MLA Srinivas Goud said that KCR was briefed about the problems of Christian community in the State. He said attacks on Christian priests, land for graveyards, education and health were the major issues which were discussed with the Chief Minister. He claimed that KCR has given a patient hearing and assured all assistance to the minority community.

AP Police denies reports of theft in SIB building Wed, 30 Jul 2014 13:04:47 +0000

Hyderabad, July 30 (INN): The Telangana Police on Wednesday denied the reports of theft and looting from the old SIB building.

In a statement issued here, the Andhra Pradesh Police informed that the old SIB building was allotted to the Andhra Pradesh Police Department by the Governor at the time of division of the office buildings between Governments of Andhra Pradesh and Telangana. However, on the request of the Telangana Government that this building was required for use by them, the AP Police vacated the building and handed it over. “The officers and men functioning from this building had to be relocated to an old, dilapidated, unused and vacant building, which is under repair,” the statement said.

“All the items necessary for relocation of the office were shifted to the alternative premises and the fact was also intimated to the senior officers of Telangana Police Department. The allegation of looting and theft from the old SIB building premises is therefore baseless and factually incorrect,” according to a press release.
