GHMC Commissioner reviews lakes’ protection

Hyderabad, August 31 : GHMC Commissioner MT Krishna Babu has directed the Irrigation department to submit their report regarding fixing of MFL (maximum flood level) of Musi to the Three-Member Technical Committee constituted by the Government with in a week’s time.

The Commissioner held a review meeting on lake protection along with Hyderabad Collector MK Meena, Ranga Reddy Collector MV Reddy, Joint Collector, Ranga Reddy District and D Ronal Rose, Additional Commissioner (Planning) in Panwar Hall on Saturday. He has directed the Irrigation officials to mark the boundaries of Musi River on paper basing on the MFL.

The Commissioner said that it is the responsibility of the RDOs to decide the ownership of ownership of land basing on the revenue records after marking the boundaries on ground by the Irrigation Department. He informed that 21 kilometers of Musi River passes through GHMC limits covering some parts of both Hyderabad and Ranga Reddy Districts and has informed that GHMC will take the responsibility of construction of pillars on the entire 21 kilometers of Musi River. He opined that coordination among various departments will yield good and speedy results in this regard.

While interacting with the Hyderabad District Collector, the Commissioner has enquired about the strategy regarding protection of government lands which are beyond ground marking of MFL and private lands which are in the MFL of Musi River. Responding to that the Collector, Hyderabad has informed that they want to go further with WALTA Act section 23(1) under which a three-day notice can be given to the private property owners saying that under WALTA Act no construction activity should take place in a water body. He further informed that as per his enquiry the pattas which were issued earlier are Raithvari Pattas, which doesn’t any right to construct.

The GHMC Commissioner has directed to get videography of encroachments of every 50 meters of Musi River in order to curtail further encroachments. He directed the Additional Commissioner (Planning) to attach the concerned ACPs to 8 Tahsildars while survey and enumeration of the encroachments of Musi River. The Commissioner further informed that possession Certificates of Mallapur and Bandlaguda Housing Colonies will be issued to the displaced encroachers of river Musi along with relocation allowance.

Krishna Babu directed the Revenue Officials to identify the quarry sites in nearby areas to dump the garbage and silt which is taken out from river Musi. He further directed ENC to get the sanctions of Musi bridges maintenance works.

Lakes Protection:

The Commissioner has informed that by February 2014 all 128 tanks will be fenced and the responsibility is fixed on Zonal Commissioner concerned in this regard. The Irrigation officials have informed the gathering that they have completed fixing of FTL for 64 tanks and the remaining tanks FTL will be fixed in next 2 months. The Commissioner has directed the Irrigation officials to super impose the FTLs in Revenue maps after fixing the FTLs with GPS tracking.

Burial Grounds:

The Commissioner has directed the Revenue Officials to mark the boundaries of burial grounds on ground, so that GHMC can take up the fencing / construction of compound wall to burial grounds.

Protection of Government Lands:

The Commissioner has requested the Revenue Officials to handover the vacant Government lands to GHMC for their custody, so that the GHMC can take up the construction of compound walls for their protection. He further directed the Revenue Officials to give undertaking saying that they are handing over the Government lands to GHMC for custody.
