Principal Secretaries review GHMC’s functioning

Hyderabad, August 16 : Principal Secretaries SK Joshi and Adhar Sinha have directed all the field level functionaries of Greater Hyderabad Municipal Corporation (GHMC), who are utilizing the services of OSRT (Off Site Real Time) System, to capture all the functions of the GHMC and upload the information to GHMC website irrespective of their concerned Department.

The Principal Secretaries along with GHMC Commissioner MT Krishna Babu held a review meeting on Friday with all the Additional Commissioners regarding the activities of GHMC. With the involvement of various functionaries for checking and cross checking of the works of GHMC will create accountability among the officials, they opined.

The Principal Secretaries have promised to settle the issues such as recovery of service tax from Railways and other Government Departments and for speedy release of the funds promised by the Government. They have directed the officials to bring each and every property under tax net by duly utilizing the services of various functionaries working in nooks of the City. The Self Declaration and Self assessment of Property was taken place 15 years ago and there is every need to reassess such properties at the earliest. They have further directed the Commissioner to take up the Charminar Pedestrianisation Project immediately which is badly delayed.

Responding to the request of GHMC to constitute a separate tribunal for Town Planning, the Principal Secretaries opined that there should be one integrated tribunal to sort out various issues of GHMC instead of having one for each subject. They have suggested as per the identified list of stagnation points and badly damaged roads, GHMC should take up the maintenance works before on set of monsoon every year.

The GHMC Commissioner, GHMC has given a power point presentation about the various activities such as Property Tax collection, un assessed and under assessed properties, vacant land tax Trade Licenses, Door to Door /Bulk Garbage collection, BPS, LRS, un authorized constructions, dilapidated structures, badly damaged roads, JNNURM Project, CPP Project, Musi revitalization Project etc.,

Krishna Babu explained that the GHMC with the existing staff of 330 Bill Collectors and 50 Tax Inspectors striving hard to collect maximum revenue for this year and the targets have been fixed at the rate of 4,000 households to each Bill Collectors and also utilizing the services of GIS mapping to identify various sources of revenue such as trade licenses, property tax, advertisement tax and professional tax from each building. GHMC could collect Rs. 288.81 crores as on 07.08.2013 when compare to Rs. 245.52 crores as on 07.08.2012 i.e., Rs. 43.29 crores the GHMC has collected more amount this year when compare to that of last year.
