Assembly’s budget session ends

Hyderabad, June 21 : The second phase of budget session of the State Legislative Assembly came to an end on Friday with the House passing the Appropriation Bill without discussions.

The proceedings of the House remained disrupted on the last day of the 10-day session with the opposition parties creating uproar on different issues. As soon as the House met on Friday at 9 AM, the opposition parties served notices of adjournment motions on different subjects. The TDP wanted debate on kidnap of a businessman; YRSCP on irregularities in government recruitments; TRS on Telangana Resolution; BJP on BC reservation in local bodies polls; CPI on land acquisition for irrigation projects and CPI-M wanted discussions on problems being faced by Field Assistants of NREGS scheme.

However, Speaker Nadendla Manohar disallowed all the adjournment motions and called for beginning of Question Hour. Following rejection of adjournment motions, the TRS and TDP members rushed into the well and started shouting slogans by surrounding the Speaker’s podium. The YSRCP and BJP members protested by standing near their seats. The uproar forced the Speaker to adjourn the House for half-an-hour at about 9.07 AM.

The House re-assembled at about 10.20 AM with Deputy Speaker Mallu Bhatti Vikramarka on the chair. He announced that all the papers as deemed to be tabled. Meanwhile, the TDP and TRS members resorted to slogan shouting against each other.

Appealing the protesting members to maintain order, Legislative Affairs Minister D Sridhar Babu said that the House needs to discuss Appropriation Bill and debate reports of the Standing Committees. He said that the floor leaders were not cooperating in running the House.

Meanwhile, exchange of allegations between TDP MLAs and treasury benches turned intense and Government Chief Whip Gandra Venkataramana Reddy accused TDP Deputy Floor leader Gali Muddukrishnamma Naidu of using unparliamentary langauge. Labour Minister Danam Nagender demanded an apology from Naidu for his remarks.

The Deputy Speaker announced all unparliamentary remarks would be expunged from the records. Having failed to restore the order, he adjourned the House for half-an-hour at 10.30 AM. Similar conditions prevailed when the House re-assembly at about 12.05 PM and the Deputy Speaker adjourned the House again for 15 minutes at about 12.07 PM.

The House again met at 1.32 PM with the Speaker on the chair. Amid slogan shouting by the members of both treasury and opposition benches, the Speaker announced the Appropriation Bill as passed. Later, he adjourned the House sine die. INN
